Biography
Lawyer and researcher working at the intersection of legal practice and scientific inquiry, with a core focus on the areas where taxation meets Administrative Law, Constitutional Law, and Legal Theory. Having begun my professional career in 2002, I am part of the firm Seabra, Cunha, Távora e Associados, S.A., R.L., where I focus on Tax Law and Litigation. I provide strategic tax consultancy to individuals and corporations, covering international taxation, tax audits, and the resolution of complex disputes across administrative, judicial, and arbitral proceedings.
I conduct my research at NOVA School of Law, where I earned an Advanced Studies Diploma in Law in 2024. I am a PhD candidate and a member of the coordination team of the NOVA Tax Research Lab, as well as a member of the Editorial Board of the NOVA Tax Research Series. My research focuses on the limits of taxing powers, the enforcement of taxpayer guarantees, and the transformation and sustainability of tax systems.
I have contributed to several leading publications, including the Revista da Ordem dos Advogados, Cadernos de Justiça Administrativa, Cadernos de Justiça Tributária, Revista de Finanças Públicas e de Direito Fiscal, Revista O Direito, and Revista de Direito da Universidade Lusíada, among others. I am admitted to the Cape Verde Bar Association and I am a member of the Portuguese Tax Association (AFP) and the International Fiscal Association (IFA).
